LACNIC's Comments on the Colombian Ministry of Information and Communications Technologies' Notice on IPv6 Promotion and Adoption in Colombia.

LACNIC, the Latin American and Caribbean Internet Addresses Registry, wishes to express its satisfaction on the Colombian Ministry of Information and Communications Technologies' Notice titled "Promotion and Adoption of IPv6 in Colombia." This is a measure worthy of being highlighted, specially because of the fact that it is a Ministerial Authority Notice. The measure should be celebrated, not only because it will be extremely useful for promoting and coordinating efforts towards the prompt implementation of IPv6 in Colombia but also because it will serve as a guide for other Governments of the region.

LACNIC would like to express its gratitude for the reference made to our organization's contribution to IPv6 deployment in Latin America and the Caribbean and to sincerely congratulate the Colombian Government. LACNIC would also like to clarify a few details of the Notice text, namely:

• On Page 2, paragraph 3, we suggest also referencing Resolution 58 (V-10) of the Inter-American Telecommunication Commission (CITEL) of the Organization of American States (OAS) dated March 21, 2010 titled "Transition to IPv6."
• On Page 2, paragraph 4, we believe that certain aspects might require clarification. We suggest the following text: "It is necessary to highlight that IANA's (the Internet Assigned Numbers Authority) central pool of IPv4 addresses has already been depleted. In addition, APNIC, the Asia Pacific Internet Address Registry, has been the first RIR to deplete its address reserves. According to communications issued by LACNIC (http://www.lacnic.net/en/registro/espacio-disponible-ipv4.html), it is expected that the Latin American and Caribbean region's reserves will run out in May 2014. This means that after that date it will be very difficult for an organization to have access to IPv4 addresses. Transition to IPv6 is a fact and it is already happening around the world. "
• On Page 2, paragraph 5, where October 2011 is mentioned as a deadline we believe it would be prudent to include a series of conceptual details and suggest using a text such as the following: "At world level a large number of countries and organizations have been preparing for IPv6 Internet Protocol adoption since the beginning of this century. This has resulted in concrete actions and policies for an orderly transition. Numerous administrations have participated in this effort and will soon have fully adopted the IPv6 Internet Protocol. Although no date has been set for Internet infrastructure to support IPv6, we should speed up our efforts in order to conclude this process as soon as possible."
• On Page 3, paragraph 5, as regards the Duration of the Plan, we believe that 4 years may be too long and that 3 years would be enough.
