- Master's degree in Electrical Engineering from the School of Engineering (Escola Politécnica) of the University of Sao Paulo (USP), 1973;
- Ph.D. in Electrical Engineering from the School of Engineering of the University of Sao Paulo (USP) from 1973 to 1975.
- Academic Activities:
- Professor of General and Experimental Physics at the Physics Institute of the USP from 1968 to 1970;
- Professor of Electronics at the School of Engineering of the USP since 1970.
- Professional Activities:
- Financial/Administrative director of the Microelectronics Laboratory of the School of Engineering of the USP, from 1972 to 1990;
- Head of Staff / Advisor to the Director of the School of Engineering of the USP, from 1989 to 1994;
- Coordinator of the Program Technological Modernization of the Administrative Software at the University of Sao Paulo, Rector's Office, from 1994 to 1996;

Personal Statement:
I participated in all negotiations with ICANN, during the entire organizational phase and until LACNIC's official recognition. After its creation, I actively participated in the transition of all ARIN operations to LACNIC, organization that during this period of intense labor and great challenges became operational and achieved stability.
Now we are facing a new cycle of growth, most importantly because of the technological innovations available on the market, such as WIMAX, VoIP, the increase in the use of broad band technologies and most of all because of the implementation of the new IPv6 protocol. These technologies imply a great expansion of the Internet within our region, and LACNIC must be mature enough to respond to the new demand.
Because of the experience I have acquired both in the management of NIC.br as well as during LACNIC's installation phase, I am eager to participate in these new challenges that we would like to see implemented in Latin America and the Caribbean.
