Biographical information:

Jesús Martínez Alfonso, Automated Systems Engineer, graduated from the Politechnical Institute of L'vov, Ukraine, in 1981. He worked from 1984 until 1999 at the Ministry of Science, Technology and Environment, is a founder of the NationalCenter for the Automated Information Exchange (CENIAInternet), organization which he headed until 1999. During his entire professional career, he has participated as speaker, panelist and delegate in multiple national and international events in the field of Networks, Connectivity and Architecture.

Since 1990 he has participated in regional meetings on Internet development. He has made presentations at events in Venezuela, Peru, Argentina, Chile, Mexico, Dominican Republic, Panama, and other countries of the region. He is a founder of the Permanent Latin American and Caribbean Network FORUM. He has been consultant and advisor on projects related to his field of expertise for UNIDO (United Nations Industrial Development Organization), UNESCO, UNDP (United Nations Development Program) and other international organizations. He proposed and coordinated the startup of the "Videoconferences" project with the InternationalEntertainmentCenter of the University of San Diego, USA. He has proposed and managed projects for connecting Cuban Ministries to the Internet. In 1998 he headed the project for the creation of CUBA-NIC (CubaNetworkInformationCenter). He was director of the Ministry of Transportation's Internet network from 1999 to 2000, where different Intranet and Extranet projects were implemented. In 2001 he directed the Internet Division of the Cuban Telecommunications Company (ETECSA), including the INFOCOM ISP and the Portal (www.cubasi.cu) until June 2002 when he went on to direct the Enet-ETECSA ISP.

He has participated in eight editions of the LACNIC event (Regional Organization for Internet Resource Administration), an organization of which he is both founder and member.

In November 2003 he was elected as member of the LACNIC Board of Directors, performing his Director duties as Deputy Treasurer. He has participated in different ICANN events.

Since 2003, together with other renown specialists, he has created the IPv6 Management Group in Cuba, an organization which he coordinates, and in this field he has presented conferences and participated in Round Tables in Cuba and other countries of the region. He is currently working as a specialist on Data Transmission and Internet issues at the Regulations and Standards Office of the Cuban Computer Science and Communications Ministry.

Personal Statement:

Being a member of LACNIC's Board of Directors implies more than a complete understanding of the Internet from a technological point of view, which is of course a very valuable aspect. In addition, it also implies understanding the policies relating to Internet Resources and the complex relationships that are woven among the governments, organizations and individuals that coexist in that environment and that do so from different perspectives.

There are the companies that create and provide technologies, the government bodies that regulate the services, the universities and investigation centers that support advancements in this field, and the civil society organizations that work with the aim that the benefits of this tool can duly reach the different sectors of the population, and it is in this scenario that LACNIC has been working during the past years. This scenario is materialized in the region of Latin America and the Caribbean with its corresponding specificities and variations. This is the focus we have attempted to bring to our work during the past three years and which we hope to consolidate within our organization. It is part of what we have learned in the fifteen years we have been working in this field and which made us understand that it was necessary to walk before we would be able to run. Now that we have acquired greater experience and knowledge of the situations we are facing we will be able to give LACNIC an even greater drive.

Posee experiencia de trabajo en los temas asociados al empleo de Redes y su organización desde hace muchos años y consideramos que es un especialista con un prestigio muy bien ganado en su país y la región. Se ha desempeñado como miembro del Directorio de LACNIC, en donde se considera que ha realizado muy buen trabajo.
