Eldert Louisa holds both a Bachelor’s and Master’s degree in Electrical Engineering with specialization in Information Technology. Mr. Eldert Louisa started his career in the internet community fresh out of university designing applications. Later he moved to the Telecommunications Industry where he has being laboring until today. He has more than 15 years of experience in the telecommunication industry and has held various positions in this evolving industry. Mr. Eldert Louisa has been with the TelEm Group and SMITCOMS for the last 12 years where he held both management and senior roles within these organizations. Mr. Eldert Louisa was a major contributor in helping developing the TelEm Group and SMITCOMS into a full-fledged telecom provider in the Netherlands Antilles and in particular the island of St. Maarten where the company headquarters reside. In 2008, Mr. Eldert Louisa has been appointed as the Chief Technical Officer (CTO) for the St. Maarten Telecommunication Operating Company (TelEm Group) as a consequence of the merger between the two island government companies, TelEm Group (Mobile carrier, PSTN & Internet provider) and SMITCOMS (international carrier). The company is going through a period of transition where the corporate culture is being reformed from a technical driven company into a customer oriented company by providing better QoS to the customers. The focus will be in reducing the company operational cost, making it more lean and mean to be able successfully face the island stiff competition.
Mr. Eldert Louisa is as well the chairman of the non-profit organization, Open Caribbean Internet eXchange (OC-IX), a project initiated by SMITCOMS with the aimed to bridge the “digital divide” between the world and Eastern Caribbean Region and St. Maarten in particular. In July 10, 2009 the OC-IX was inaugurated as the first Internet Exchange in the Eastern Caribbean region which is a major step in the developing and the leveraging of the internet, information and communications resources throughout the Caribbean region.
Internet being one of the most important pillars in any economy and with this in mind Mr. Eldert Louisa wants to continue playing his role as an active contributor in promoting and evoking the importance of the internet throughout the world and especially in the Caribbean Region.
Even though the Caribbean Region does realize the importance of the internet, the Caribbean Region still lack behind the developed countries and this create a serious problem for the region especially due to the high cost of the international circuit for internet connectivity and other factors. Mr. Eldert Louisa is looking forward as a board member to work along with the LACNIC organization and the entire region to continue to bring THE INTERNET closer to the end-users. Mr. Eldert Louisa wants to focus on the following:
The building of redundant IP transit traffic routes within the LACNIC territory and particular the Caribbean Region by promoting the building of Internet Exchange Points.
The creation of new opportunities for entrepreneurs in the LACNIC territory and particular the Caribbean Region to design and build content applications cater specifically for the domestic and regional market.
To enable the possibilities for service providers and operators jointly be able to share resources and knowledge available throughout the region.
To function as a facilitator to get the Caribbean Region more involved with the LACNIC organization.

I have known Eldert Louisa for a long time now both personal and profesionally. As one of the Directors at Smitcoms he has showed leader ship in managing the company. He has the ability to keep things into perspective and direct any organization towards their vision as lined out in a business or organization strategic plan.
In addition Eldert has been at the cradle of the internet era in the Netherlands Antilles and has experienced first hand its development at the levels of the telecom operators, leglisation and the consumer.
